Every German payslip you earned set a little aside without asking — into the state pension system. The Germany–Albania social security agreement lets Albanian citizens take it back: claimable with fewer than 60 German contribution months, at least 24 months after your last mandatory pension contribution in Germany, the EU, the UK, Türkiye or an ex-Yugoslav country, and a residence outside the EU, the UK and India. The three conditions, and the count behind them
Fewer than 60 German contribution months; a 24-month gap since the last mandatory pension contribution in Germany, the EU, the UK, Türkiye or an ex-Yugoslav country; a home outside the EU, the UK and India (India blocks residents of every nationality except Indian citizens). And no German, EU, EEA, Swiss or UK passport beside the Albanian one — a second citizenship blocks even if never used.
The count works in your favor: a single insured day makes the whole month count, and months credited for unemployment benefits or child-raising periods join the total. From 60 months, the lump sum closes and a German old-age pension at retirement age takes its place, payable in Albania as anywhere. New mandatory insurance in a listed country restarts the 24-month gap from its end — Albanian contributions don't.
What the numbers look like
Across our retained completed paid cases — all nationalities — refunds averaged €11,571.66, with a median of €10,327.10 (calculated 24 August 2026), and completed refunds on record run from under €200 to over €53,000. The composition is statutory: 100% of the mandatory contributions deducted from your German salary, 50% of voluntary contributions, none of the employer's half. The employee rate has been 9.3% of gross salary since 2018, capped at the monthly Beitragsbemessungsgrenze of €8,450 in 2026 (2025: €8,050).
Price and scope

It covers the agreed managed administrative scope, including our partner law firm's support within that scope; ordinary German correspondence and the decision are explained and translated into English as part of the service, certified translations by separate agreement. Documents, process, payout
Documents: Albanian passport; German pension number (Versicherungsnummer — finding it); rough employment history; payout account; Abmeldung if kept. We can help recover your pension number, German deregistration is available as an optional €50 add-on (including VAT), and we obtain and review the relevant account information during the managed process where required.
Process: most clients complete their entire part of the managed process digitally while we handle the pension-office correspondence within the agreed scope. One offline step for everyone — the Certificate of Life and Nationality we prepare, confirmed by a notary or another authority accepted by the responsible pension office (online notarization often accepted; any local notary or certification cost is borne by the client). And when DRV Oldenburg-Bremen is the office responsible for your refund, we prepare the power of attorney and payment declaration and ask you to send us the signed originals — a limited exception rather than the rule.
Payout: through the escrow account operated by our German partner law firm, then — after the agreed fee — to the bank account you nominate, Albanian accounts included. A third-party account can be used where the required account-holder declaration and compliance checks are satisfied. Account-holder checks, international sanctions and banking restrictions can limit where — and in which currency — the money can be sent.

Individual processing times vary; 93.3% of our latest 300 completed refunds reached escrow within six months, and German law can provide 4% annual interest from the seventh calendar month after a complete application. During an active claim you get a status update at least every four weeks, known response deadlines are tracked within the managed scope — a process designed to avoid preventable delays — and an inactivity action (Untätigkeitsklage) can become available after six months as a case-dependent last resort; in our operating history, none has yet been required.
